I don't know the statistical breakdown (though if there are stats somewhere on bans-by-category that could be a good proxy), but there are a considerable number of accounts banned for silly reasons.

What percentage of players? Imo an overwhelming majority of the IGNs that can get you banned fall into this category of "silly reason", meaning something like a fifth of all punishments (at minimum) are for a silly reason... which is definitely an issue.

Actually, a lot of games don't even have a separate set of rules and rely ONLY on the Terms of Service/Use and WILL get you banned without warning.
People need to stop blaming everyone else for them breaking the rules. The rules are extremely black and white already.

There are no "secret" rules. If you follow the global ruleset that is available ingame and on the website, it covers everything. The rules guide doc is only to specify which certain cases do get guiltied and which get exceptioned or tolerated. There is absolutely nothing in there that isn't covered in the global rules.
