It wont let me buy Coven

So i finally got enough money to purchase coven, having an old account i have to purchase the premium account and coven expansion despite already having unlimited plays, whatever i can finally get coven, it says buying them both would cost $9.99, sure, i go to purchase and it turns out its actually $13.99, you know what BMG is a greedy piece of shit but i love their game so whatever, yet i still cant buy it? My guess is they are adding tax on it, but why? The shop clearly says $9.99 and with tax that would be about $11.10, so it should be that, but im okay with buying it at $13.99, but please just let me buy it, i just want coven damn it

Firstly, please refrain from using baseless accusations, secondly, could you give us more information (like device, OS, screenshots etc.)?
