Hello, why i whispred to 4 peoples D1 is considered spam ? how ? no one sees the message.. only the guy who i whispered to and he only see one message. why is it considered spam ?

Because eveyone sees the "[player a] is whispering to [player b]-message. It might also be dependant on what was said to the other player(s).

I have a question about that, not on D1. But sometimes I find someone confirmed and whisper him then we both whisper each other each time with new information or question. Well it be considered spam if it's important information?

If you whisper then 5 times in quick succession, then yes.
