This would rule out the possibility of a closed game. At the end of the game, a result will be given by the mod overseeing, on whether the experimental roles have passed testing, failed and need to be reworked, or need to be tested further.
You can submit this kind of setup for review. Assuming the roles aren't too far out there, or you aren't using too many experimental roles, it should be fine to host in the standard queue.

You can still do a closed game. Just guarantee the roles you want tested and make everything else closed. That's what I did for 11E when I tested the Werewolf.
