Important to note is that this is only true for roles in modes where that role is guaranteed. So here, yeah, jailor is guaranteed in ranked and thus each player has 1/15 odds of getting it (or varied by scrolls in RP).
In modes where a role isn't guaranteed (e.g. all-any), the odds shown on the wheel are completely wrong, and only apply with the assumption that each particular role is pre-spun as one of the 15 slots.
Even in ranked, though, other roles' odds are still lower than 1/15. For example, each player has about 2.5% odds of getting ret, but 5.2% for vig.
That said though, yeah no @kosmo, the only bias between roles can come from scrolls as far as I can tell.

Well if you are playing against weak players framing player at position 1 (n1) almost always works.
