This is Town Of Salem, not some random creepy thing. This all sounds confusing, and only the "Kidnapper" would prove useful.
mafia roles suck since the player never know what to do

ToS drew inspirations from Starcraft II Mafia, and remnants of Starcraft II Mafia are in here too ([Mafioso] has voted to kill [Person]; they have Mafia Tactical kills, where, say, a Consort can carry out the kill, exchanging the Consort's ability to roleblock). This seems just like a "fun facts" topic. Plus, Detective is the most suggested Spy rework here, especially since both of their main purposes is to confirm visitors.

Detective/Cit/Agent/Auditor/Judge?? (Scumbag if Cit gets put in) are the only ones that I can see being in ToS. The other town roles are kind of pointless (we already have Med for Coroner) or confirmable (Most mafia will be decimated with Masons, since in practice, a lot of mafia will be scared to fakeclaim Masons since it'll out mafia members if the "mason" is a mafia member). ToS already have a little difficulty with only one mafia team; the only way I can see Triad being put in with the current state of the game, is that it only appears in high(er) elo brackets.

FM Record: 2-1-0
Spoiler: NFM26 - Consort - Won (lynched d4)
CFM18 - Neasans [Citizen] - Loss (Modkilled hilariously n2)
VFM2 - Citizen - Won

When Town of Salem copied Starcraft II, I believe their were only a few roles that weren't added to Town of Salem (not including roles that were reworked slightly and converted roles). I don't believe Triad faction was a thing when ToS was created; but I don't believe theres any reason to add it to the game as its mostly a duplicate of Mafia and ToS now has Coven. Also, I can't recall Marshall being in the game, but I believe it would be a very fun addition to Town of Salem.

Roles Left Out

Judge, Auditor, Kidnapper, Agent - 4 Roles that can counter tp/lo meta and Jailor. Surprise Surprise, clearly they were wanting to create a Jailor meta by leaving these roles out; They even buffed Jailor!!! But this meta has gone to far and is in desperate need for counters. Auditor and Kidnapper to the front

Beguiler - I don't know why they left this out, certainly one of the most balanced Mafia roles.

Roles Changed

Mason Leader, Mason, Cultist - Town of Salem spin off Vampiries/VH. They had to be original after all, but I believe the original ML/Cultist idea was more balanced.

Coroner is an adjusted version of Medium and Detective is literally Tracker

Auditor looks like a horribly unfun role

Agent is already a role in AR

Kidnapper is a nono, copying an OP role into mafia wont fix shit, it also gives mafia extra kills which is another problem

Judge is just NE mayor? Looks boring

This sounds way too specific.
Detective: Can track one person's activity. (Oppoiste of Lookout)
Isn't this just tracker?
Citizen: No ability.
No >:(
Crier: Can talk to all players at night.
I would need to know the specifics of how this would work but sounds a bit too self confirming.
Marshall: Can reveal himself and allow multiple executes on the same day.
Again a self confirmation problem. Tho having a role allow for multiple lynches sounds interesting.
Mason: Can talk with other masons at night.
I wouldn't mind this in tos, tho it does require it to spawn in multiples and can be very hard to claim as evils. So that might just disqualify it.
Mason Leader: Can kill Cultists (Vampires) and convert citizens to masons. (Like Vampire Hunter)
Only works with specific roles. So that's am easy no.
Stump: Really no ability. Even can't vote. (Generally cheater will become stump.)
Extra No >:(
Agent: Tracks a player and get both Lookout and Detective results.
Mafia lookout and tracker sounds nice. Would also help against the jailor meta.
Beguiler: Can hide in a player's house and redirect all effects targeting Beguiler to player.
This is way too weak and situational.
Kidnapper: Mafia version of Jailor.
I don't know if this the dumbest idea I've heard or the most genius thing ever or both maybe?
Administrator: Triad version of Investigator/Consigliere.
Deceiver: Triad version of Beguiler.
Dragon Head: Triad version of Godfather
Enforcer: Triad version of Mafioso.
Incense Master: Triad version of Janitor.
Informant: Triad version of Disguiser.
Interrogator: Triad version of Jailor.
Liaison: Triad version of Escort/Consort.
Silencer: Triad version of Blackmailer.
Vanguard: Triad version of Agent.
Explain this triad thing please and thank you.
Auditor: Converts players to a weak role. (Town > Citizen , Mafia > Mafioso , Triad > Enforcer)
Making people's roles weaker sounds unfun. I wouldn't mind seeing a role that just changes your role somehow. Would make for some spicy games.
Judge: Can call a court once and get 3 votes. Every player on Trial will executed.
Sounds interesting at first glance. What's this roles wincon? That second sentence also seems to be lacking a word.
Scumbag: Neutral Evil version of Citizen.
Evil No >:(
Witch Doctor: Can save and convert a player to Cult. (If attacked)
I'm assuming this would convert to vampires instead. If so I doubt we'll ever get vampire roles. Tho this would be interesting if we did.

Probably the best idea, but any jailor claim would be instantly jailed by the real jailor. And if kidnapper and jailor choose to jail each other during day, what happens?

The only way it could work is if only 1 jailor or kidnapper is allowed per game, which is problematic for the majority of standard and ranked setups since they have a nominated jailor.
I'd give the kidnapper only one execute as well but even then a mafia team of GF/ambusher/kidnapper likely has too much killing potential.

How do those roles counter Jailor and TPLO meta?
