These aren't ships that would be junked or sold. They're ships that would normally serve as raiders, or defense ships.

I understand protecting our people, but our soldiers are our people as well. To rush in recklessly, with no information on the situation, is a waste of lives and resources.

5 groups of ~4 pirates should give us 20 who can then spread throughout their forces. If any group is apprehended we still have 4 left
