Do the refueling stations usually have systems in place to protect themselves from attack?

Not particularly. They aren't military installations. The planets have defense forces, but only a few have fleets of their own, and none of those that do have been attacked.

Are the planets with flareups part of our empire? If not, where are they? Maybe we could sell the cure to them at a very high cost

And yes, peacefully, it'd be nice to not lose a bunch of soldiers on something that may be resolved peacefully.

What information do we have on the pirates themselves? Are they a group or all separate?

Yep. There hasn't been anything important enough outside of he Concord that I've brought it up yet.

And you don't have a huge amount of info. You just know the attacks are happening and that they leave few survivors. Their ships have been spotted a few times though, and they're worryingly advanced. Like, just past their prime military ships, rather than retrofitted merchant or pleasure vessels, which are more common.

These aren't ships that would be junked or sold. They're ships that would normally serve as raiders, or defense ships.

but why do the pirates have them.

Okay. Defense forces. Defense pirate ships. Outlying planet pirates. Rogue military? Possibly. Or stolen ships. They leave few survivors, so, while it'd make sense that pirates would kill as many people as possible, I kinda want to think that they could have the additional motive of hiding their identities.

Have any military ships gone missing in the year prior to the attacks?

I would suggest that part of a plan for this issue involve outfitting refueling stations in the are with some sort of defenses--either weapons systems fixed to them or ships that patrol near them, or possibly both, depending on the specifics of what either of those would be, in terms of range and how it would match up against these pirate ships. In addition, if we have available ships in the Empire's fleet, we could send those to assist planets that don't have their own fleets.

Do we know if the designs match up with those used by any particular militaries, or if the combat tactics match those any particular militaries are known for using in ship-to-ship combat? Could be another nation is supplying these pirates...

We should send spies to possible location of pirate attacks then have them follow the pirate and gather as much intel as possible

Once that is done we can either negotiate or ambush

You'd need several military ships in that case. And I feel they probably wouldn't be east to pass off as merchant ships. But, why waste lives so immediately on an enemy we know nothing about? I understand protecting our people, but our soldiers are our people as well. To rush in recklessly, with no information on the situation, is a waste of lives and resources.

The question is, how many spies? How many ships? How will we conceal them from the pirates, even with cloaking, these pirates have ships that we would deem usable as military raid and defense ships today. Presumably they'd be able to detect most ships.

-20 spies sent out to kill 20 pirates
-the spies disguise themselves as and pretend to be the pirates
-they collect information during their pirating days
-they somehow send the info back to their handlers?
-the information is used to plan either an attack on the pirates or figure out negotiations?
