There are 17 cards in policy deck, meaning after 5 plays there are only two, and you can't have less than 3, therefore the discard pile will be reshuffled into the deck, so you can have 2 cards that are being unaccounted for and you can never confirm what was in there

The president discards a card and no one can confirm what they discarded, not even the chancellor knows, so it doesn't conflict
Only Chancellor/President can only challenge each other for the two cards
