Leaving/innapropriate user reports should have no timer

So, if you answer a report too quickly there's a time limit until you get to answer the next one right? Well leaving and innapropriate user reports tend to get solved very quickly. You can just scroll to when they left and guilty or look at their username and guilty. I don't get why these should be timed, they're different from, say, gamethrowing where you have to read the report.

The timer is removed once you reach 30 TR.

99% of leavings give 0 TR, skip those forever they're completely worthless.
