Shorten/Remove report cooldown on spam reports

Spam reports are so easy to identify as guilty/innocent that it makes no sense to impose a cooldown on them, especially if they are all reports on the same person from 10 different people that had to deal with that person. Just my two cents.
Favorite Roles: Arsonist, Arsonist, Arsonist, Arsonist
Least Favorite Roles: Anything that isn't Arsonist.

Arsonist all the way!

It is in place to prevent trolls from going through a bunch of reports and just spamming a vote. It is removed around 30TR.
I have mostly rescinded my role as Admin.

All previous contact should instead be redirected to Flavorable.

If your inquiry doesn't directly have to do with Trial 2.0 or TrialBot, then please refrain from messaging.

You could also look at the report and scna for other rulebreaks and dublicate those~

Maybe remove it after X succesfull judge on report (Remove it for trusted users I mean.)

Even after passing 30TR, I still believe that new players should not have a cool down on spam reports. There's still all the other varieties of reports that prevent someone with just going through and randomly voting. These reports are very frustrating since the imposed cool down is so much longer than the average person's time required to fairly judge them.

You're supposed to be doing this anyways; Duplicating first, then voting on the report you're on.

Cool-down isn't being changed.
