Change witch to NE in Ranked Role List

This'll help mafias out a bit and they're struggling especially with the removal of NK

Witch is already in Ranked role list.
Edit: I read this incorrectly. Changing my statement(see below).
An executioner and jester can win without the Mafia, whereas the witch cannot. As such, a witch is guaranteed to side with Mafia.

The presence of a Witch helps the Mafia much more than the presence of an Executioner or Jester. Changing the "Witch" slot to a "NE" slot just means that that slot might roll Exe or Jester instead, reducing the Mafia's winrate.
