They didn't register with a discernable IP. Therefor we don't have an IP for them, and IP Bans are essentially useless unfortunately.

The thing with Mannequin is that they keep stealing accounts, likely from the leak in January. Force people to change their password or have their accounts unable to have access if their account was made before the leak. If they don't have an email, have them message a mod to reactivate their account. If Mannequin has their password, their account is ruined anyway. It's about the only way to get rid of Mannequin, and it shouldn't be too difficult to do, outside of the messages to the mods.

Additionally, 2FA should be added so that people who don't have an email attached to their account (or lose the email they had) aren't fucked in case of a future leak.
