The Eastern Bloc and Western Reformists are, at their core, political parties.
They have since expanded their influence to become the dominant force in half of what was once a large, prosperous nation.
An event 50 years ago caused a schism which led to this split.
Why they chose to have such technical arguments written is something I do not know.
I did not read the arguments myself, I was simply to lay them out for the Jurists to read them.
The power plant is to be located on the site of the old government building that burned down 50 years ago.
It's about the only undeveloped piece of land left, and is position is perfect for the plant, or so the sides claim.
I'm not a nuclear physicist, so I can't really comment on such matters.
Each party has their own leader, but you've probably never heard of them.
The rest of the world is largely ignoring the two factions until they can get back together as one nation, but at this point that seems like a pipe dream.
