It's not even OP Flaming......I wouldn't really say it stops movement completely, early game the chances of you visiting a charged target is slim, that is if you're charged anyways.

Until Arsonist is given silent douses (which I want to be a thing, especially if this is added).

I don't think you get it. Scum can lie about being charged to avoid being targeted. While that's the only upside to knowing if you were charged or not, it's a pretty big upside.
