Good idea but i think it can and should be watered down. It is too complicated and people will have a hard time understanding it, and I dont like the whole "after 3 deaths, will s will be wiped, and after five it looks as if a veteran did it" thing

It was supposed to be a small buff but I removed it.
Factional balance - understanding that whisper games are bad because they cause Town to win a disproportionate amount

Strategical balance - understanding that whisper games are bad because there's no reason to use any other strategy

Structural balance - understanding that disabling the Mayor's whispers, despite it fixing whisper games, means that a player can't use a core mechanic of the game and is still bad

This matters - educate yourself.

Even so, their kill method is different.

Also can leave one person (or more in case of people that can win with Arso) undoused, and still ignite with hope to win the game.

The electrician requires that EVERY SINGLE PERSON be charged to kill.

There's 5 town support, don't tell me there can't be 4 neutral killings.
