Yes.
General American English is rhotic and it causes vowel sounds to merge. The northeastern accents have distinctions for these words though.
I’m not a linguist but I think that’s what causes the merger.

Fr tho Mary and marry have the exact same vowel sound. Merry is completely different tho because it's a totally different vowel.

Historically marry is æ, marry is ɛ, and Mary is eɪ. Those are three distinct vowel sounds.

Different written vowels don’t always mean different sounds, which is why watch and clock can have the same vowel sound.

This is how it is for people without any merger. It has to do with how Americans pronounce our R, which is different than most European dialects of English.
