If you are using a phone then you can change the wifi settings under the advanced settings of a wifi. Set it to 8.8.8.8 and it will bypass the blocks made by the isp.

it wont work, our people have tried but nah. The actual wifi service will block it if its this kind of wifi usually

Once just to stop people overusing the wifi the trip I went on had cut down the uses to only necessary and the wifi basically locked out most of my apps
Some still are to this day
including my provider.
