Tracker actually counters Necromancer when using dead roles, because (currently) it will instantly be spotted and revealed as Necromancer when doing this

The issue now is that no role is permanently Astral
except GA but that reveals where it goes during the day and doesn't need to hide anyways

I guess Plaguebearer because the possibility of its existence makes Tracker more scummy to claim

Not that hard - Transporter counters most roles, but there are a select few that can punish it effectively (Veteran, Ambusher, Medusa and Werewolf).

Anyway, the best counter to Jester is well-established:
