Faux Pas: Absolute Majority

The small mountain nation of Arcady Peaks is a quaint nation with a small population and only a small handful of cities. Located deep in the mountains of Europe, the region is rich in natural resources making it quite wealthy, relatively speaking. Despite this, Arcady Peaks has a bloody history: in the past one government party might attempt to usurp the other causing a civil war. Foreign invaders and domestic terrorists are issues as the military is incapable of fending off the attackers.

Now, the nation is at peace. An upcoming election has all of the nation's citizens busy preparing, with the candidates campaigning. Unbeknownst to the law abiding citizens, troubling was brewing. Sleeper agents and terrorist cells from the adjacent nations had managed to infiltrate and were attempting to drive the nation in a way which would facilitate annexation. Because of this poor history, the Counter Terrorist Organization is on full alert, waiting to step in, keeping the peace.

General Rules
    This is a 25 player game.
    Days last 120 hours while nights last 48 hours.
    Players may send 2 whispers each day. Each whisper may be up to 1000 characters long.
    This is a closed-system game with original flavor and role sheets.
    All other rules are standard.

Factions
    Civilian
      The people of Arcady Peaks who would want nothing more than to live in peace, this group is the largest of all the groups currently occupying the nation. Seeking peace in their own homes, the citizens of Arcady Peaks have declared war on the criminals and terrorists that threaten their day to day lives. Meanwhile, the election is upcoming, so every citizen must vote to decide which party will take charge.
      Sub-faction: Aristocratic Upper-class - These citizens have greater steaks in the outcome of the election than anyone else, and they would do anything to win.
    Governmental Institution
      There are two major political parties each with a unique platform: the first seeks to strengthen the country's borders by eliminating foreign powers within their own nation and the affiliated terrorist groups. On the other hand, the second party looks to lower the crime rate by tackling the issue of domestic threats such as those who threaten the government's sovereignty. The outcome of the upcoming elections will decide which path the government goes down.
      Sub-faction: Counter Terrorist Organization - The dogs of the government, doing their bidding and their justice.
    Insurgency
      Under the guise of an external terrorist organization, foreign powers are attempting to influence the results of Arcady Peaks' federal election in their favor in order to make the nation more easy to conqueror. With this as their objective, they routinely attack Civilians and the like without warning putting morality second to their objective, destroying any group that stands in their way.
    Anarchist
      A group of domestic terrorists who look to overthrow the government by cutting of their support starting with the people of the old regime. Wishing to free their nation from all oppressors they have also turned their weapons on external groups threatening Arcady Peaks. It is not known how many or how few people are actually members of the Anarchists, and with their frequent bombings it is impossible to tell.

Objectives
    Civilian
    • Factional Victory Condition: Eliminate "Insurgency" and "Anarchist" factions.
    • Personal Victory Condition: Outlined on individual role-sheets
    • Ultimate Victory Condition: Factional Win Condition + Personal Victory Condition
      Sub-faction: Aristocratic Upper-class - Additional win conditions found on Role Sheet
    Governmental Institution
    • Electoral Victory Condition: Become the head of state; survive; fulfill party's platform goals
    • Political Victory Condition: Eliminate the "Insurgency" and "Anarchist" factions.
    • Ultimate Victory Condition: Electoral Victory Condition + Political Victory Condition
      Sub-faction: Counter Terrorist Organization - Ensure the Governmental Institution's victory and the security of the Government Officials.
    Insurgency
    • Factional Victory Condition: Eliminate "Citizen" and "Anarchist" factions
    • Assassin Victory Condition: Eliminate the Head of State
    • Ultimate Victory Condition: Factional Victory Condition + Assassination Victory Condition
    Anarchist
    • Factional Victory Condition: Eliminate "Citizen" and "Insurgency" factions
    • Assassin Victory Condition: Eliminate the Head of State
    • Ultimate Victory Condition: Factional Victory Condition + Assassination Victory Condition

Game Mechanics
    Election System
    At the start of the game the two electoral candidates are revealed. During Day One and Day Two all players may submit one vote for either party unless otherwise stated. The electoral candidate with the most votes will be announced at the start of Day Three and that player becomes the Head of State, receiving a number of Role Sheet upgrades. The losing party becomes the vice president. In the event that the Head of State can no longer perform their duties the title passes down to the vice president.

    Day Posts and Information Presentation
    Though normally day start posts are only flavor and devoid of real content, this game's day posts will vaguely depict all applicable night actions which occurred the previous nights using the character descriptions found on all players character sheets. Because this helps the Town-like factions more than the minority factions, the minority factions will receive compensation in the role list.

    Sub-factions and Alignments
    If a player is a member of a sub-faction they count as a member of their super-faction, however their victory conditions may vary from those of the original faction. No roles will have "alignments" in this game. One is only a member of a faction and optionally a sub-faction. There are no factionless or neutral roles in this game.

    Lynch System
    At the end of the day the player with the most votes is lynched. Players are allowed to vote [No lynch] and if that has the most votes no lynch occurs. Alternatively, if more than 50% of players are all voting for the same player or a [No lynch], the day ends early.

    PM Protocols
    Failure to conform to these PM protocols results in the PM being ignored.

Tragedy struck one year ago when your only daughter had an "accident" on the way to school. Your wife blamed you, the police blamed you, everyone blamed you. After six months of being in prison, you were released on the basis of a lack of evidence. You are alone.

Slight of Hand [Passive] Because of your silver tongue and quick wit you cannot be targeted by non-killing abilities at night.

Stupor [Active] At night, while dazed, you look for the one who you need pay back. You may benignly visit a player each night.

Personal Victory Condition: You must visit the player who you owe money by the end of the game. They are a dangerous older man. You recognize them by their baldness and tattoos.

Seems like a cool concept, from what I understand. Is there any way to put it in shorter words so I have a better idea of the core mechanics?

I recommend starting off with a Numeric-Alphabetic game(7E, if you're willing to replace in). Those usually are more standard with only a few new mechanics. CFM is full of new, new things that, if you start off with them, make playing normal games a bit harder.

CFM can be complex sometimes. Heck I barely even understand this one, but the pitch seems good and organized.

Hmmm, if someone is killed between the two people that are to be voted for, does one automatically win the election with no Vice President?

What about if both of them die the same night? What happens to the election and how would the game proceed?

The candidates are 100% immune during the Elections.
