Hello,
I've been trying to play tos but it keeps shutting down at random. in the middle of a game or even before a game has started, I tried restrting steam but that didn't work so after three times I gave up.

Could you give more details? As in shutdown of Steam or the game? Is it a crash of the app?

it's the game that crashes, adobe is up to date as well

Go to your Windows Event Viewer, find the error corresponding to the crash time.
If it has an error with Kernelbase.dll it means your Windows User Profile is corrupted.

If it's a different .dll causing the problem, either google it, or PM me.
