Town Points Cant Buy

So it takes me to the Steam Wallet page and says you have no funds. So I add funds to my account, shows me i have money, but it won't change the option from add funds to purchase option.

This is a Steam related issue and not a ToS related issue. If you keep having this issue after restarting the game, your best bet would be to contact Steam as per this thread: https://support.steampowered.com/kb_art ... 34#purfail
No reply to your support ticket after 15 business days? PM me with your ticket number.
You may PM me for clarifications on appeal verdicts, but keep in mind the verdict will not change.
