Need help about steam client.

I tried to get on using the steam client, and every time I try to hit play it comes up with 'Hey There, Coven Owner' and asks if I want to link my steam account, and no matter if I hit Yes or No, it never actually does either, and doesn't let me play the game. I don't know if this has something to do with one of my accounts just getting banned or what.

You can only have one ToS account linked to your steam-account and there is no way for you to unlink a certain account. There is yet to add a detection, which checks if the current Steam-ID is already linked and/or the info that there cannot be more than one account linked to Steam.
And yes, ToS is no longer free to play since November 2018.

Yeah, It says 'You have been banned for gamethrowing'. I was told to make a new account, and I did, and now I can't access the steam version of ToS.

You may return with a new account, but its gonna be treated as a fresh account.
This does not mean/include, that the Steamlink of your banned account got removed.
