unable to link / frozen account

haven't played in a while, logged in and recieved these errors. tried linking my old account to my steam and getting the second error. i am not using a family shared game, i own the game on the account i am logging in with.

If you purchased the game on Steam and haven't refunded it through Steam, I suggest the same as the pop-up suggests: Send an e-mail to info@blankmediagames.com and provide proof of purchase.
No reply to your support ticket after 15 business days? PM me with your ticket number.

You may PM me for clarifications on appeal verdicts, but keep in mind the verdict will not change.

Likely in your e-mails or inventory of Steam which tells that you have bought the game and not havign refunded it.
Do you remember when you bought it?

When in Steam, go to Help > Steam Support > Purchases > Click on the Town of Salem Purchase > Click on I have a problem with this Purchase.
There, it should show the purchasing history of the game, including whether or not it was refunded. Be sure to make a screencap of the entire purchase history.
