Only intentional leaving is punishable.

And if one person leaves 20 games in a row during day 1 will you consider it intentional? Is anyone actually going to bother and check how often they leave games? Who decides what is considered "intentional" and what is not?...

Intentional is something along the lines of: "I'm leaving. Bye.".
Since the game can't differentiate between leaving or disconnected, this is what will have to suffice until the leaver buster the Devs have been talking about will be implemented.
