Will alpha testing be open to everyone or you would need to join some sort of alpha testers program? And if it's the later one how would one join such program?

Such information isn't readily available, hence why the part about Alpha Testing is labeled "Stay tuned". They'll update the community when they've decided what path to take.

We are focused on other thing currently. as we close in on the alpha and beta phases we will release more info on how those will work.
