Not claiming in jail reportable?

Is someone refusing to claim in jail (in ranked) reportable? It's obvious throwing. Learning to claim to jailor is something everyone learns in classic, so not claiming in ranked is obvious throwing. If it's not reportable, it should be, for the following reasons.

1) As already said, by time you get to ranked, you know to claim to jailor.
2) Jailor is confirmed town, so again, no reason not to claim to them.
3) People use this to throw, then subvert blame to jailor.
4) People use this for the above reason, but also to harass jailor and get town to harass them as well.
5) They could be afk, which is also reportable. Unless they have a good reason, like their dog peed on the carpet or something worse, this isn't an excuse.

Reasons not to:
1) They might not realize they have to, except I'm only asking this for ranked, where everyone knows that already. It's a basic part of the game that you easily learn after 50 games, so this isn't even an excuse.

If you are TOWN, there is no reason not to claim in jail and IIRC if a Townie does not claim in jail and they are lynched or killed by Jailor as such, yes, it is reportable as Gamethrowing.

What is gamethrowing:
- Refusing to claim in jail in non-TT gamemodes (e.g. saying "fuck off, im not claiming)
- Claiming an evil role in jail

What is NOT gamethrowing:
- Not claiming a role or posting a will (e.g. a defense like "dont exe me, I'm town" would suffice for the purposes of playing within the rules)
- Not saying anything at all
- Refusing to claim in the TT/Coven TT gamemodes (jailor can be the TT)

Generally speaking, there has to be an intent to not defend themselves in jail for a player to be gamethrowing. Any form of defense, no matter how weak it is, will suffice, as long as the player isn't encouraging the jailor to execute them.

If you're nontown and believe that a Witch or Consort will be on the Jailor that night (or you believe that the Jailor has no executions remaining), then it might pay to keep your mouth shut to avoid giving the Jailor any hints about which evil role you might be. It's niche, but that's the reason only TOWN has no reason not to claim in jail.

Town has a reason not to claim in jail though, just like on trial. If the townie is worried about the jailor revealing their role in their will, they don't have to claim but they still have to defend themselves. A defense like "I am a townie" is all that would suffice for the player to not be gamethrowing.
