I paid for an upgrade to web premium but my account keeps telling me to pay to upgrade. I have a confirmation email, and the bank account says the charge for $4.99 is pending.

If your account doesn't 'become' Premium in 24 hours, definitely send in an email to the Developers;
support@blankmediagames.zendesk.com

However I see you have Town Points added to your account, so you should be Premium already. Can you make sure you're logging into the correct account prior to emailing the Devs?
