What is considered gamethrowing?
Anything that goes against a role's win condition. This includes mafia members outing one another, jailors/vigilantes intentionally killing a revealed mayor, and many other scenarios.

are there ways to get away with doing something like this?
for example:
Imagine that there are 6 town members
one member of the town is hung (their role does not matter)
There are two Townies, Vigi and Mayor
There are three Vampires
The Vigi knows that there are three Vampires (idk how, mabye they just hung the 4th vamp and the vamps killed a townie so that its confirmed to be 3 vamps left)
If the vigi shoots the mayor then they can guarantee the 4th slot in the vampire team
BUT
If vigi does not shoot the mayor then there is a good chance that the mayor is bitten and the 4 vamps cannot bite the vigi and might kill them outright
would the vigi be reported if they shot the mayor?
very throetical but I was just thinking of a few ways that you could get away with blantlantly "Gamethrowing"
