Landlords do a service to tenants by maintaining the apartment building. Not allowing pets is understandable given the fact that many people are either allergic to pets or the fact that allowing them risks additional problems from the tenants. As somebody who worked in an apartment you'd be surprised at what tenants can manage to pull off when the rules are rather lax. The up front investment costs of building a apartment are high and the demand for the space can fluctuate a lot over the years. However, unlike a road which can be repaved rather easily, apartment buildings are expensive to repair especially if you need to deal with the tenants still living there. As such I do not think the government is in a good spot to provide such a service.
