ARSONIST WINNING BUG?

So as playing arsonist for a couple rounds, I noticed that when two people are alive, me and other person who can't kill, I dont auto-win and have to waste 2 rounds dousing them then igniting them.... I'm not sure if its a bug or just some coding thats not there yet, but still I wanted to post it so mods or programmers could know about it.
