Coven Expansion Does not enabling

I've deleted my steam tos account because it was not linked to my main TOS account
When i linked my main tos acount to steam I could not play The Coven because it wanted me to buy it again
My Tos account has no The Coven expansion pack But my steam account has it.
Even i link my main tos account to steam it does not accept it.
is there anything i could do or you could do?
