No role is immune to being transported; the only way a transport can fail is if one of their targets is jailed. You are probably mis-remembering that Transporters are immune to controls, rather than Witches being immune to transports.
Transporter has a higher priority than the Witch, which means that the Transporter is immune to being controlled. Transporters are faster than Witches and Escorts, hence why it is immune to both role blocks and controls, and why transports can change the targets of both those abilities. Witches have a lower priority than Transporters but a higher priority than Escorts, hence why the target they control can be altered by a Transporter but not an Escort (and why Witches can control Escorts).
There's also a slight bug regarding Transporters' control immunity where a Witch can cause a Transporter to visit another target after their transport has already been applied, which can result in detection by a Lookout, Werewolf or Medusa.
Just some Sheriff who didn't claim until Day 5, and has no leads whatsoever
