Just the very nature of being jailed is enough to place pressure on the player.
Why would evils not expect to be jailed? Any player in the game can be jailed at any time.

Sparking is right. You shouldn't claim randomly. What you claim n1/n2 depends on many factors, what is your role, what is your plan for the game, what is Mafia setup, how good evil you are, how good are your teammates, is this Jailor meta, how many people was killed N1, did Town mislynched D2, etc. It of course require practice to know if you should claim Sheriff or Mayor.
