It's inconsistent in ability as some towns will lynch a lot more than others.
It discourages lynching, which is bad in terms of gameplay style and predicted balance, although it doesn't affect much in alignment case.
Just allow Janitor cleans to carry out to the day, or if you really want this ability in affect let them have one of these decisions as a 1-shot cleaning replacement, but it's really not needed as Janitor is already strong, especially given the proper circumstances.

1. This isn't Janitor, this is a role that increases claimspace, is balanced, and aids all evils
2. The weaker towns are usually the ones that lynch the least. I don't think that's a problem, because the mortician only will usually have up to three buries per game, which it seems each game will have.
3. Yes, It can be countered by retributionist or medium, but if we add the change that the retributionist disguises the revived in its body, that change would make janitor and mortician stronger, and retributionist weaker. Plus, medium is a largely claimed role, and revealing that to the public wouldn't be as valuable as they may still lynch you (in this case, as a medium, you would likely be buried and still not confirmed)
4. It doesn't discourage lynching. It discourages mislynching. If you lynch a townie without knowing what role they claimed, that should be punished harder than just losing, for example, an escort. Lynching largely helps the town's claimspace, and their should be another strategy than, "Let's lynch this guy, and if he's good, that confirms the Any slot, if he's bad, that good for the town.
5. As you said, Janitor is better than many mafia roles. And he is weak compared to other NEs. If you claim that Mortician is more powerful than Janitor, and Janitor is weak compared to other NEs, then Mortician should fit right in.

Its still a Janitor that helps NKs
I've seen games with no lynches whatsoever and win
A revealing medium is somewhat rare, and nobody claims medium anymore, nobody believes them from meta. Tell me, what alignment is Retributionist after your change, and how is it not a Town Amnesiac that loses control of it's body?
AND THE TOWN WONT LYNCH UNDER FEAR OF MISLYNCHING. I have never heardof a lynch solely made to reduce the rolelist, and it doesn't sound like a tactic that's worth it with Scum numbers.
I don't get your logic, but it sounds similar to the equation 2+1=3>5, Mortician is still really weak.

5. I have, and they usually aren't just to reduce claimspace, but also because a person is suspicious. Reducing claimspace is anither factor.

6b. More like 3+2=5, because it helps claimspace, can find killers, and hurts the town more than witch. All Witch does is make vigilantes suicide and finds killers.

This was actually cooler than I expected. I mean, it's technically a neutral buffed Janitor, and doesn't really have any clear way to win because they'd get caught so easily, but the concept seems fun.

Thank you! But I disagree with you on one thing, that the roles that the mortician buries can be used as roles to claim. There won't be any counterclaims, since the person that would cc is dead.

You can't say anything during last words because a townie could reveal their role claim. NBenign can't see it, because they can side with town, but NChaos can, because Mortician wins with Vampires. Thanks, though.

The one thing that I am trying to decide about this role is if counters Jester or Exe plays too much. Now with the new burial idea, once this has happened, suddenly the NE is confirmed, and any TI can freely call people out for being possible evil roles, especially if theres a confirmed Any dead. Some people I have played with have tried to play Exe, ending up being the SK or Arso.
This role has potential, but would seriously advantage the town (in my mind), as most townies with information that is important (in their will) wouldn't be accused without that NE spot anyways. This role could work, but once again, in my mind, and for more experienced players, this role BENEFITS TOWN.

Remember, some of my points may not be valid, so feel free to argue back.

Okay:
Point one: someone could claim witched, if this happened twice, Witch is confirmed.
Point two: Calling out people being possible scum could still be a scum plan. I'll show you the steps.
Step one: accuse someone as your role.
Step two: lynch them
Step three: bury them
Point three: Witholding information from town is never townsided.
Point four: nobody acts like a jester or exe, that's a bad play.
Point five: The conditions you describe are incredibly specific.

I like it, but consig message is WAY too long, make it more generic, like just "Your target is equipped with a shovel" or "Your target has experience gravedigging" not both. Also the messages are too detailed. For example, just put "You can't speak!".
