Arsonist QoL Buff: Undouse

Arsonist can target someone who is already doused to clean them, removing the douse effect from that player.

This would:
- remove the situation where a witch finds arso, becomes passively doused, and witches them all game to stop them from igniting
- allow an arso to cooperate better with NB/NE roles
- allow an arso to keep someone like the final mafia alive for a few extra days so that people continue to die at night
