I am pretty sure I have been in a game where a Lookout reported having a single person show up twice in their visits list (that person turned out to be a Transporter). I have no proof to show you.
It doesn't matter, though, because transporting a single person twice is close enough to visiting them twice, whether or not that causes the Transporter to show up twice for the Lookout. Obviously, if it were true that a Lookout would only see a Transporter double-transporting as a single visit, then likewise a Lookout would only see a Diversionist putting both actions on a single person as a single visit (and that wouldn't be a problem at all).
