Guardian Angel, as it is currently, should be changed. The base kit overall is totally fine and works. The problem with GA however is, that most GAs just protect N1 to confirm themself and live on as Survivor later on.
In other words: Most GAs don't really care about their target and instead just want to get themselves confirmed. That should change.
GAs are rewarded for not properly protecting their target, so i suggest instead of turning into a Survivor, they should turn into Jester. Makes sure the GA stays secret and actually protects their target.
Other roles would probably work too. Feel free to make suggestions

I agree that the GA turning into Survivor is bad. I'm doubtful of the "Jester" solution, though; I think that has some of the same problems, plus it would be rather jarring in terms of theme.

GA if there target dies I think should win with the faction of there target but stay GA.
I guess problems with if they have a nk or neutral target, so I'm thinking if they had a neutral target they should have survive or something. But this makes it "confirmed town" if their target was town
So I generally wouldn't know how to "fix" GA

There comes a point in every game where if the GA's target dies after that point, the GA should lose outright rather than getting a new goal.
That point is not D1, but otherwise it varies from game to game.
However, even if the GA's target dies far too early for the GA to be held responsible, the GA shouldn't stop being a GA because of that.
...what if, if the GA's target is killed at night while the GA is still alive, the GA dies in their target's place? That's better for both the GA and their target (assuming the GA doesn't want to turn Surv), and should provide enough of a buffer that an early random kill isn't fatal.
