I like the idea. I think a Framer/Forger merge may have been suggested before, but it's still an idea that I'd support.
Both abilities are really useful in certain situations but not overpowered, so combining the two would give the player increased opportunities to make a good play. It would also make sense lore-wise that a counterfeiter working for the Mafia could both plant evidence and replace last wills with forgeries.
Consigliere has no business being involved with this, though.

Framer and Forger don't synergize well when merged, because they want to visit different targets.
Consig is strong by itself; there's no need to merge or buff it.
I think the combined role would work better if they could choose between framing and forging. There's no real need for them to play as one or the other; they could frame people until they find an opportune moment to use a forgery instead. The unity version also makes it much easier to give a role multiple choices for night abilities without the need to design a specialised UI like Potion Master and Hypnotist have, due to the layout changes.
I guess this new combined role should be unable to both frame and forge in the same night, and keep the limit of 3 forgeries.
