No, they should definitely be targetable, the douse just shouldn't work if the target is another Arsonist. Making Arsonists from the beginning of the game grants too large of an advantage.

I agree with this, though wouldn't that also mean that any Arsonists that end up dousing themselves have to be douse immune as well?

I feel like the having to clean the gas off yourself is an unnecessary part of Arsonist. Assuming you somehow douse yourself, you aren’t just punished for that night by being unable to make another douse, on top of that you have to not visit in order to cleanse yourself from it. That’s 2 crucial nights wasted.
