What I'm most unhappy about is the "kill 2 times" goal. IMO it would have to have a factional goal to be a good role. (Though 2 kills is also "too easy" in the sense that 2 is too few.)

I like the basic idea of a role that carries out kills for random people, but... finding an appropriate goal for that concept is really hard. I think my Warmonger role did it OK by transforming into something more viable partway through the game?

It might possibly work to give this role a Witch-like goal, except that it only wins with solo killers, not with Mafia or Vampires.

No. By "factional goal" I meant something like "wins if the mafia ultimately wins" or "is its own faction that needs every other faction to lose".
