Where do you go to report players?

I'm not really sure where you go to report players or to send in the screenshot. I see that the Report Guidelines say to open a thread? I'm not sure what a thread is. I have a screenshot of the person who is shouting racism and hatred and his name is RenYamashiro. I would love to know where you go to send in this report with the image attached.. Links would be preferable
