what decides who goes into the elimination pool? is it by highest votes? what happens in the event of a tie?

The people who have the most votes go into the elimination pool.
If there is a tie and both players can’t enter the elimination pool, I’ll choose the wagon which got to its number of votes first.

And if nobody gets voted?
