Personal thought: "The Queue" should not be shared between the two sites. They will be run by the same community, but that does not necessarily mean that the same community will make up the majority of the players.

The two sites also have vastly different standards and sets of consequences for violating those standards, which I think should be incentive enough for players not to overload themselves on signing up for games and then flaking out.
