An SFM that took a while to develop and maybe even some TFMs can run wisdom systems well. Standards should be open to all. People who get wisdomed out shouldn't be plucked from the game solely because of activity. The purpose is to use it on players who threaten to spoil the game environment. James and Understood are good examples of that. A less active player is not, unless all they do is troll and refuse to contribute.

Having WOTM or excluding certain players who have an inactivity offense just kinda dangles this aura of exclusiveness over FM, which isn't something I think this community should ever value or really promote in general games.
I think better motivators for activity is giving people a reason to play. It's not replacing out if you're an IC in the game, in lack of extenuating circumstances, or having an attentive mod who's willing to encourage player involvement.
