Just open the thread in February and have it so a nomination must be seconded before it is added to the OP. No reason to limit the amount of times someone can post.

Yes it is. If you run it throughout the year it's just going to fill up with stupid shit, as having a moderator sift through the stupid shit is a waste of their valuable time.

Filtering stupid shit isn't a hard fix, and having to do a little QC isn't a bad tradeoff for letting things be nominated throughout the year while events are fresh in people's minds.

Another way it could work:

If we make it so that only game hosts/moderators can nominate people, that would reduce the clutter/stupid shit submissions. The only problem then is that most people can't nominate but i mean that's how Award shows usually work anyways.

Nominating throughout the year seems like a good idea but if there's too many nominees it could clutter things and spread votes too thinly to get a proper result.

Minding that, would working things into a sort of "pick your top 3" system be a good idea?

Well there could be nominations every after episode, then the winners get to carry on to the yearly awardings
