Theoretically we all claim town, it's just that we all stand on the basis of that so we don't actually have to say "Claiming town". If your claim doesn't give out useful information or help town then there is no reason to trust you more than anybody who hasn't claimed a specific role. I take it with a bigger grain of salt when it is a Citizen claim Day 1 as you also cannot do anything in your power to confirm yourself Day 1
