It's only NB for rolelist purposes. It was first NK but there's a huge difference between a serial killer and a bomber in that one actually kills, so it was moved to NE. Then in 8G Met made it NB because the neutral lineup for that game was

Where NE was Witch/Warlock/Klepto, all of which have roughly the same win condition compared to bomber. The only other NB was Double. It was a way for allowing bomber to be in a game, but without it impacting the setup much or having a high chance of appearing.

Scum would instantly know if a lookout claim was lying, especially if the kill was also cleaned.
The odds of guessing the attacker and the cleaner is pretty slim.

It's just a matter of playing it cool and playing it to your advantage.

Neither town nor mafia had any means of finding bomber other than attacking me, and that was pretty unlikely to happen once i claimed cit. Only chance i had of getting caught was lookout watching me fuse.
