If we interpret the scum agenda to be "have arceus claim tracker and portray his claim more believable to timur's claim", then this would be pushing it. It really doesn't matter that timur's claim was a joke because it was perceived as serious by the mafia, probably due to not reading the setup.

I responded promptly as I wanted to see what would happen, especially Arceus's reaction as his reaction would have decided who I believed. That specific reaction - him claiming Tracker - elicited the response of me wanting to lynch timur as timur has fakeclaimed leading to disaster before.

So if arceus had responded differently would you have believed timur's claim?

It was the tracker claim that brought that reaction - if he said something like "no thats impossible im town" and had anything but the initial tracker claim, I would have had a different reaction - especially when it is obvious the day cop action isnt instant. Arceus's reaction seemed like a panicked-newbie-that-didnt-read-the-setup reaction not a scum reaction to me, especially when timur has a history of doing that.

Only one row or column is rolled. So since jailkeeper is in the game, the setup is either 1 or A, which means there is either a bulletproof or a citizen as the other town roll. In other words, tracker can't roll.
