Cons addressed:
If TI wants to accuse someone, they would hard claim. But we don't know if they're telling the truth, that's the point of hypoclaiming; so TIs can hide their results in plain sight.
The idea is that if everyone hypoclaims, mafia can't narrow down the real TI, and if they do (like if ti puts a mafia's result role result and then are dead), we theoretically have the evidence to hang them.
I don't even understand what you mean by that last point.

Well, the idea is that if you are a TI role you'd always put your actual results in your scum claim, so that if you die and town goes back and looks at your results, they may be able to find scum. Also, I've found that (at least in games with a lot of citizens) scum will almost never claim a power role (note that I said almost. In my first game, NFM40, one of my scum buddies counterclaimed the last RT slot in order to push a mislynch. That's also something to watch out for).
